Defeat elite four and go to cerulean city cave there outside it is a patch of tall grass just roam in it and you will encounter a doggy!

really coz i d heard tht it ill find in north of vermilian..

and my frnd told tht if u want to find raikou...then swith pokemon with its weakness at high level..

but still not found..

yep you follow the way to bill's house! as the bridge ends instead of moving right move left then again left and u will see a patch of grass the dogs will be found dere!

Those legendary dogs roam all over the region, try everywhere casually and you may encounter anywhere in grass, cave, but not at all in water.
