Why do the concept of Mewthree exists?

Because it was weird that Pokemon company made MewTWO. It sounded weird so people thought that this thing should go on. They started thinking about Mewthree again when Mega Evolutions were introduced.

Q:Why does Officer Jenny's idea change in GEN VI?

Because they removed Brock from the series and thus they had no danger of flirting.
