Nope it is a jutsu of Itachi (which he gave to Sasuke too) ( mangekyo sharinghan related) which has such terrible strength:
Strengths:
Itachi was able to stop Sasuke's Karin with it( which is a jutsu faster than lightening)
Sasuke was able to fight all the Kages(minus Hokage) with it.
Sideeffects:
Itachi died due to its use and a secret illness.
Each cell of Sasuke's body ached after using it.

What ITACHI DIED? Finally. That means now Sasuke knows that ITACHI was not a bad person who hate him, ITACHI was doing all this so that SASUKE can become more powerfull with the hate. POOR ITACHI.
