What I think minimum for GBA hacking is:
1. Xtreme Script Editor or Pokescript or any scripting tool
2. Nameless Tile Map Editor
3. Advanced Palette Editor
4. Advanced Map
5. Photoshop and Irfanview (second one to make a few things faster)
6. Hex editor (not suitable for those who don't know what to do with it.... like me
)
7. Sappy
8. To be added soon....
